Local Government Finance Bill – property owner Business Improvement Districts

Clause 37 of the Local Government Finance Bill published in January, introduces Schedule 5, which amends the Local Government Act 2003, to allow billing authorities across England to make property owner arrangements and impose a property owner levy that will be imposed on property owners in a business improvement district (“BID”).

Part 1 sets out the provisions for property owner arrangements, including that they cannot be established unless there is a successful ballot on the proposal and that the proceeds from the levy will fund projects set out in the proposal.

There is more information of BIDs here stating that they can be used for purposes including ‘cleansing and environmental measures’ which could be used to improve the historic environment.
